The detective of the capital homicide department Igor Svetlov gets a phone call from his younger brother who works as a policeman in a provincial town. He asks Igor to come over and help him to solve some problems. Unfortunately, the talk is interrupted due to a discharged cell phone. Next morning Igor learns that his brother has been killed… Igor comes to burial. The town has changed greatly since his last visit. One of its regions is rightly called “Harlem”- a lot of teenage gangs act in the streets, conflicts are now being resolved not with a fight “till the first blood” but with point blank shots. Common dwellers of “Harlem” have to adapt to “dog eat dog” rules – they believe neither in justice nor in ability of the police to establish some order. Svetlov gets the job in the district directorate of internal affairs and as a classical lonely hero tries to find the killers of his brother…
