A senior water bailiffs is killed in the small provincial town of Yuzhsky, he is the fifth bailiff murdered in that town. The newly appointed water bailiff Sergey Bortnik (Pronin) comes there to take office. He gets acquainted with Ivan Kashin (Zhuravlyov), a major of the local police, who informs him about a gang of “caviar baron” operating in the town. Nobody knows anything about the baron, and to discover him, it is necessary to trace rank-and-file poachers and detect one by one all people participating in the crime. In the evening an unknown guest comes to Bortnik’s house, he calls himself Sedoy (Legostaev) and offers to help Bortnik when the latter really needs it. Bortnik has two assistants, Lavrukhin (Vishnyakov) and Shmidt (Samusenko). When he goes to inspect the river together with Kashin and his helpers, they have caught red-handed the local inhabitant Klavdia (Zvonaryova), who turns out to be just a courier. Bortnik and Kashin are waiting in ambush for criminals but somebody warn them. The head of the city administration Burtsev (Dezhonov) feels ill after having eaten the caviar bought on the local fish market. Bortnik has discovered spoiled caviar on the fish market counters and insists on the market closing. He receives a note from the market director who is asking for a meeting. But the meeting fails to happen as the director has been killed by unknown people just before Bortnik’s arrival. Bortnik is sure that they are people whom he has been searching for. An assassination attempt is organized to kill Bortnik but he manages to catch one of the attackers who is Sashko (Kozlov), Klavdia’s son. Kladvia asks to forgive her son and Bortnik persuades Kashin to let Sashko go. Klavdia is grateful and says that though the spoiled caviar was to be sold in Moscow, it has been sent to the town market. Local criminals have an unwritten law that one shouldn’t cause any harm to the place where he lives, so somebody has put at risk and wants to ruin the whole criminal caviar market. At the funeral of the killed market director Bortnik meets the local oligarch Zbruev (Zubkov), his old acquaintance. Bortnik has no idea that Zbruev has settled in this place. Zbruev has not come alone but with his wife Liza (Denisova), the woman Bortnik once wanted to marry.
