About three months passed from the moment when Colonel Viktor Rastorguev had accepted the offer of his ex-friend Konstantin Lykov (the former head of the Inherent Security Central Administration of the MIA of the Russian Federation) to chair the Main Directorate of the MIA for the City of Saint Petersburg and the Leningrad Region. The head of intentional homicide investigation department Andrey Nekrasov is back to service after his treatment. Loktev is glad to see Andrey again, who is awarded by this in advance with a rank of Police Colonel for special services. The friends work together again under command of their Chief. The fourth season story starts with a business visit of the State Duma Deputy Yury Mylnikov to Saint Petersburg. He once served in the system of the Ministry of Internal Affairs and had senior positions. Then he became a deputy and stayed in the State Duma for several terms. In contrast to his new colleagues, he has not get used to be in public at every given opportunity. Mylnikov has specific plans for Saint Petersburg. Lykov promises to help him in that. At first, Mylnikov is going to “solidify” in the region, “cover” the local business and then become a governor. A “representative” of Lykov, the lawyer Pavlov, meets Rastorguev and demands from the latter to find a way to “help” the deputy, showing dirt – a video record of Rastorguev and Lykov’s meeting, where they are discussing the terms and conditions of appointment of the Colonel to a higher post. Rastorguev is forced to be of service to Lykov but he decides to do everything in order to demolish his former best friend. He understands that he has fallen into a trap. Lykov can wipe him out at any moment. Thereto, Rastorguev is not happy with his new appointment. He got used to actively participate in investigating crimes and arresting criminals. In his new position, he has no time to “dive” into investigative activities. Loktev persuades Rastorguev that killing Lykov is not the way out. By a complicated operative combination, Rastorguev entraps Lykov, confronting him and Mylnikov with Tikhomirov. In the result of the war with the criminal leader, Lykov makes a mistake and is shot cold-bloodedly right in front of Rastorguev’s eyes by unknown killers. Rastorguev is sure that Tikhomirov’s people did that, but then he finds out that uncatchable killers work in the city long ago, committing high-profile contract murders. Now Rastorguev wants to wean the city off Tikhomirov, so he helps another criminal leader nicknamed Taras, an old enemy of Tikhomirov, to get out of jail. He arranges their confrontation, understanding that Taras is no less dangerous than Tikhomirov and he must be demolished after then too. Finally, General Rastorguev is the winner of all his “wars”. He liquidated Lykov, Tikhomirov, Taras and the band of killers as well. The city criminality significantly decreased on the threshold of the World Football Championship. General Arefyev arrives from Moscow. He is gloomy. Somebody in the MIA Directorate of S. Petersburg has to account for the “missed” band of killers. Arefyev informs Rastorguev about the decision made on his dismissal. Rastorguev leaves his post.
